hardened sources 2.6.28 does not allow processing of uevents for udev-124r1
r2 -r4 of 2.6.28 show this error. UEvents timing out after udev hangs.

Reproducible: Always

Steps to Reproduce:
1.compile kernel 2.6.28
2.boot with kernel 2.6.28
3.udev hangs

Actual Results:  
udev hangs and cannot create device nodes

Expected Results:  
udev should create device node
