In order to handle cases like bug 256616 and bug 259954, system packages are not merged immediately. They are merged only when no builds are currently running. Because of this, there may be a number of packages waiting in a queue to be merged at any given time (after their src_install phase has completed). However, number of packages that are being built simultaneously never exceeds the --jobs setting. Thanks for explanation.
