Version bump for net-p2p/qbittorrent-1.3.1

Use the same ebuild file as net-p2p/qbittorrent-1.3.0, i.e. qbittorrent-1.3.0.ebuild

Works fine on my AMD64 system (don't know why some previous versions are masked, but I'm using the program without trouble).

Reproducible: Always

Steps to Reproduce:
1. emerge -p \>qbittorrent-1.3.0
2. No package listed (version 1.3.1 not in portage tree)



It's a bugfix release, this one should be in the tree.

In CVS, they are masked because they need a newer rb_libtorrent which breaks other apps.
