emerge of sys-apps/util-linux fails until sys-libs/e2fsprogs-libs is installed.

Reproducible: Always

Steps to Reproduce:
1.  Don't have e2fsprogs-libs installed
2.  Emerge e2fsprogs
3.  Failure

Actual Results:  
Failure

Expected Results:  
successful emerge

Is this why I get this error?

Please post build.log and emerge --info

You need to upgrade portage.
