app-portage/layman-1.1.1 uses dev-util/subversion to update its list of overlays, but does not pull this dependency in.  In previous versions of layman there was a "subversion" use flag.  This is gone in 1.1.1.  subversion through layman silently fails on a "layman -L" or "layman -f".  However, on "layman -S -a sunrise" I saw:

layman-1.2.x has a subversion USE flag.
