Included patches for 2.6.28-r1 version regarding Intel/GEM are part of 6 patches set recommended by Intel:
Revision 1470: Fix vt switch crash with GEM + compiz (dsd)
Added: 2705_i915-no-vblank-on-disabled-pipe.patch
Added: 2710_i915-set-vblank-flag-correctly.patch

If I have searched through 2.6.18.1 changelog correctly, these patches are not included.
Are they going to be included in future patchset, and if not, is there any particular reason why not?

after installing this r1 patchset I still have the vt switch crash X

Sorry, we don't have the resources just to take random patches suggested by random companies. If you are experiencing a problem, please file a bug and we'll try and fix it. If you know of a patch that fixes the bug, even better, but we generally only work from the standpoint of attacking bugs. Thanks.
