configure: error: can not run test program while cross compiling

This error crash the emerge.

Reproducible: Always
Steps to Reproduce:
1. emerge -u mod_php
Actual Results:  
Crash emerge

Expected Results:  
Compile

I am little poor, and I am running a:
model name      : AMD-K6(tm) 3D processor
stepping        : 12

128Mb RAM
