games-emulation/fceultra is probably dead. But there is fceux:

The concept behind FCEUX is to merge elements from FCE Ultra, FCEU rerecording, FCEUXD, FCEUXDSP, and FCEU-mm into a single branch of FCEU. As the X implies, it is an all-encompassing FCEU emulator that gives the best of all worlds for the general player, the ROM-hacking community, and the Tool-Assisted Speedrun Community.

Attaching the ebuild I made for roslin uberlay. I split the emu into two packages: fceux (the core) and gfceux (the gui). The core needed two patches: one for a build error, another for some cmake weirdness.

The ebuild is nice, but it doesn't create a working binary for me. joystick support doesn't work with your ebuild.

The instructions said you had to build with scons, which is how I built mine. My binary supports my joysticks.
