New version of librsvg, works fine by renaming ebuild.

First, I consider this a good idea, and 2.3.1 is working well for me on x86 and ppc.

But you'll probably get spanked because this is a dupe of bug #25059

From the librsvg front page:
"2.3.x series releases should be considered unstable. In practice, this is quite probably more stable than the 2.2.5 release and is API/ABI compatible with the 2.0 and 2.2 series."

However, 2.3.1 fixes problems:

IMHO it would be nice having 2.3.x masked unstable.

I prefer having a patch for that specific issue than having a 2.3.x series lib in the tree at this time. I don't see the behaviour described there btw, nuvola works perfectly on my system btw just as any other svg theme. And did so with older librsvg versions as well. 

I can't assess every lib ofcourse, but in general it is not a good idea to use 2.3 versions in a stable environment and i don't see any reason to do it here. It does have feature improvements to my knowledge which may not be well tested yet.
