baselayout 1.8.6.* shows /dev/ROOT as the mounted root filesystem. /etc/fstab 
shows /dev/md0 as the filesystem so when you try to turn on quotas, it sees 
one thing in mount and one thing in fstab and cannot turn on because it 
complains there are no listed filesystems in the fstab file. The fix for this 
is either a patch to quota or to remove /dev/ROOT translation in the 
baselayout.
