b2evolution has long been out of date, needs an upgrade.

I've already done testing, and b2evolution provides a simple upgrade frontend.  Tested that as well on a temporary database and everything seemed to go well without a hitch.

We will lose our custom Gentoo skin, but nightmorph has volunteered to write a replacement.

(I've actually been meaning to upgrade for a long time, and had done all the backend testing, just need a bug to get me to remember to finish)

Upgrade process:
- shut down access to blogs, stop planet cron momentarily
- backup database (also confirm afterwards that db is being backed up regularly)
- archive webpages
- install frontend, upgrade backend, migrate frontend to /developers/
- check planet feeds
- restart cron, restore access, email core
