I've tried to emerge and start media-sound/waif, but seems that it does not work:

camobap-unstable ~ # /usr/bin/waifsh
attempt to provide package Waif 0.59.3 failed: package Waif 0.59.7 provided instead
    ("package ifneeded Waif 0.59.3" script)
    invoked from within
"package require Waif"
    (file "/usr/bin/waifsh" line 8)

so at least fixing /usr/lib/tcl8.5/Waif/pkgIndex.tcl is required but after reading upstream homepage I think that it's better to punt this package from the tree:

"This project is no longer active or supported. The links remain here if you are interested in the source for personal use. Please do not contact me about support requests, complaints, or link requests. Please refer to the MPD: Music Player Daemon project for a better (active and supported) project and implementation of all the same features you love (or would have loved) about Waif."
