Build log
I've did compiled libnss-pgsql-1.4.0 right now and didn't have any problem. Maybe you are missing /usr/include/postgresql ? Have you recent upgraded to postgresql-base ? If so, you may need to run eselect to recreate /usr/include/postgresql symbolic link as it should points to /usr/include/postgresql-8.X Cheers!
