I'm also having this same behavior.  The writer notes also that nfs-utils 1.0.5
has been released and that an ebuild for that version worked fine.

Reproducible: Always
Steps to Reproduce:
1. Install nfs-utils-1.0.4 on client and server
2. Fire up /etc/init.d/nfs start on server
3. /etc/init.d/netmount stop on client

Actual Results:  
linguo root # /etc/init.d/netmount restart
 * Unmounting network filesystems...                                      [ ok ]
 * Mounting network filesystems...
mount: RPC: Unable to receive; errno = Connection refused
mount: RPC: Unable to receive; errno = Connection refused
 * Could not mount all network filesystems!                               [ !! ]


Expected Results:  
Should mount shares OK
