use match-all for consistency with portage.glsa.getMinUpgrade()
If this patch is saved as /tmp/match_all.patch then it can be applied as follows:
patch /usr/lib/portage/pym/portage/sets/security.py /tmp/match_all.patch
This patch will probably solve the problem but I'm not 100% sure. Please test and report back.
