I just did a fresh install (r14) and after 'emerge system' I got no 
sys-apps/shadow installed.

This is now fixed and was my fault for forgetting a '*' in the system profile. 
You can boot from the CD and emerge sys-apps/shadow to fix it.  Apologies!
