starting from a stage1, modifying the locale.gen, when bootstrap.sh builds glibc when glibc is installed, it first removes locale.gen, then a sed on the missing locale.gen fails (but does not bail out) and without the modified locale.gen it will build all locales Reproducible: Always Steps to Reproduce: 1. boot gentoo live, mount partitions to /mnt/gentoo{/boot}, mount --bind sys/proc/dev, chroot /mnt/gentoo, add resolv.conf, modify locale.gen, bootstrap 2.at the end of glibc install you will see the removal of locale.gen (since it was part of the installed glibc package but not available in the newly installed) then comes the failing sed ... locale.gen, after that all locales are generated 3.
