We should extend the VM's package env to allow restrictions such as 'this VM can't be selected for building' and 'this VM can't be selected as user/system VM'
Examples: emul-linux-jdk that people want (not for building), blackdown-jdk (for security reasons people shouldn't use it but we still need it to build stuff)
