When emerging mod_ssl with both apache-1 and apache-2 installed, it is only configured and 
installed for apache-1. The mod_php ebuild has a nice way handling this using the 'apache2' USE 
flag. 

Reproducible: Always
Steps to Reproduce:
1. emerge '<apache-1.4' 
2. emerge '>=apache-2' 
3. emerge mod_ssl 
Actual Results:  
apache-1.3 is set up with mod_ssl, apache-2 is not 

Expected Results:  
configured for each one, sharing binaries, config, etc where possible

mod_ssl is included with Apache2.
