emerge sys-block/iscsitarget-0.4.15-r1 overwrites existing /etc/ietd.conf on reinstall. (A reinstall is required after a kernel update to reinstall the kernel module for the new kernel version.)

Steps to Reproduce:
1. emerge '=sys-block/iscsitarget-0.4.15-r1'
2.
3.

Actual Results:  
/etc/ietd.conf is replaced with the default config file.

Expected Results:  
An temporary config that would be updated with etc-update.

i cant reproduce this nor is there anything in the ebuild which touches $ROOT, nor any code that runs in a pkg_* step

see if 0.4.16_p162 causes you problems as that is going stable
