Please stabilize net-misc/neon-0.28.3.

net-misc/neon-0.28.2 has been in the tree for a long time and net-misc/neon-0.28.3 contains only a small amount of additional fixes.

Stabilization of net-misc/neon-0.28.3 is required to stabilize dev-util/subversion-1.5.1.

Also dev-util/kdesvn-0.14.4, bug #236136 has to go stable at the same time.
