Please add a USE flag for rsyslog integration to packages that can use a system logger.

Hi, I think to remember a discussion about this kind of matter and logrotate for example. The common stand was not to add yet another USE flag but install the harmless file unconditionally.

This matter has been discussed on gentoo-dev quite some time ago.
