Recent gnome-core ebuilds are failing when looking for png.h even though thet 
header is installed on my system. I am able to work around it by adding 
-I/usr/include/png
to the CCFLAGS in the ebuild.

what version of libpng?

Well, first the work around was actually adding to the CCFLAGS:
-I/usr/include/libpng

I have libpng-1.2.2

Also I am noticing this problem in a few more ebuilds as I progress in the 
emerge gnome proccess. I am now stuck on librsvg with the same error about not 
finding png.h

This sounds more like it is a general configuration or autoconf problem. Any 
ideas what I  should look at?

please emerge --clean rsync, then emerge libpng
and then all your problems will disappear.  

libpng-1.2.2 is in fact not in portage any more because it is broken.  It was
removed some days ago...
