Trying to emerge --update system, system failed on python.  output to StdErr
indicated attempts to grep /usr/include/ tcl and tcl-tk

Merging tcl & tk fixed the problem.

I'm upping the severity because this happened on a relatively fresh install
(completed two days ago).  This is going to affect any newbie who's doing his
first install and update...

Dropping sewerity back down to minor.  This bug does *not* occur in systems
built from stage 1, but only from systems built from stages 2 & 3.  See bug 2486.

This bug should be fixed in 2.2.1, as tcl/tk are no longer statically attached
to the binary.
