Changing the title to reflect that dhcdbd requires pkg-config to build properly, needs a bdep on it.

Hmmm, not sure how this got lost.  I'm going to mask dhcdbd I think, since it's considered obsolete as of NetworkManager 0.7 and we have 0.8 as the lowest in the tree.
