net-tools don't compile with no -O option in CFLAGS

last log line : 
pci-config.c:71:2: erreur: #error You must compile this driver with "-O"!

Reproducible: Always

Steps to Reproduce:
1. remove all -O, -O1, -O2, -O3 of your CFLAGS (in /etc/make.conf and your environnement)
2. emerge -1 net-tools

Actual Results:  
net-tools was not compiled

Expected Results:  
net-tools should be compiled

a solution can  be :

CFLAGS="-O -pipe" emerge -1 net-tools
