what's the right fix here?  use the test use flag in DEPEND to add php as a dep?

Sure. That said I was just curiuos, if installing app-misc/sphinx and dev-python/sphinx would result in a file collision, maybe. Didn't check, if the test itself runs fine or is worth it to be run at all.
