Since qemu needs unstandart dependencies (<gcc-4.0.0) it should be added to it explicit. Also the people should not be forced to build <gcc-4.0.0 (since it is unlikely it will be used by anything else) hence the -bin package will be useful.

It is not - I've known about bug 160627 and deliberatly proposed temporary solutions. Those solutions are worst then proposed in bug 160627 but they are better then current state and are quick to implement.
