Sorry for the delay, and thanks for offering the server.  Unfortunately, the
server's hardware is quite a bit less than what is needed for rsync hosting.
Currently, the guidelines for 15 concurrent users on a 5Mbps full duplex 
connection are a PIII 500 with 256MB of RAM.
