kbd could not be emerged updating from the previous version (econf failed). The configure script didn't find mktemp. I solved the problem by updating the coreutils package to 6.12 from 6.9-r1.
I suggest this be a dependency..

Those who stumble upon this thead after facing the same problem night
ask themselves how Nick Simonov knew that coreutils needed to be
updated. 

Nick reports that the build failed because "the configure script didn't find mktemp". If you search who owns this file with the qfile command, you get:

> qfile mktemp
sys-apps/coreutils (/bin/mktemp)
sys-apps/coreutils (/usr/bin/mktemp
