You're probably right.
But, as this project uses its own Makefiles,
somebody has to write a patch adding --tag=CC
in correct places (it looks like it doesn't use other languages).

Compiling rsbac-admin-1.3.7 works for me (same with 1.4.0), see Bug-248395

RSBAC has been removed from the tree.  Closing as "CANTFIX".
