Again missing headers.

Steps to reproduce:
1. echo "=app-shells/localshell-1.2" >> /etc/portage/package.keywords
2. USE="" emerge -v1 =app-shells/localshell-1.2

The error messages:
1.

My emerge --info: as in the bug 226663, comment 2.

Previously attached patch works, this is an updated ebuild which makes use of it.
