In the 2008.0 desktop profile, compiling openoffice-2.4.0 does not try to pull in nspr-4.7 although the configure part of the emerge fails if that version of nspr is not installed.

It would really help cement this bug report if you included emerge --info and the build log, maybe even config.log.

That's not true, OOo works just fine with older nspr-releases. This depends on the firefox/seamonkey/xulrunner-release you are using, so this should be called in by the respective ebuilds anyway.
