conflict of the two packages (portage_2.1.4_rc1 and bash-3.2_p33) neither of which is installed

Reproducible: Always

Steps to Reproduce:
1. emerge portage
2.
3.

Actual Results:  
new portage and bash block each other

Expected Results:  
it should have updated both, I think, right?

did not update in a while, my installed portage was 2.1.2.2 and bash was 3.1_p17

Note that this type of blocker can be automatically solved by newer versions of portage. However, you are upgrading from an older portage version of portage that can't do it automatically.

Here's how to solve it manually:

emerge \<app-shells-bash-3.2_p33 && emerge portage
