Although this is closed:
I just downloaded the file octave-forge-bundle-20080507.tar.gz from SourceForge, extracted from it the file symbolic-1.0.6.tar.gz, copied it to /usr/portage/distfiles and the everything was OK.

For some reason the original file cannot be downloaded directly.
