dev-lang/perl includes cpan which requires links
It should get listed as an RDEPEND IMHO.

I have CPAN working just fine without links installed . AFAIK CPAN can use a very broad selection of tools for doing its downloads.

Well the config program asks you where it is when it is run.  I suppose it may be optional but it doesn't sound that way in the config file.

AFAIK the config program accepts an empty input on this.

Ok.  That part was unclear to me.  I paused and emerged links in another terminal but I suppose it wasn't required.  If it is unneeded then we can close the bug.  Sorry for the confusion.
