While doing a emerge -uD world:

...
checking for sigc-config... /usr/bin/sigc-config
checking for libsigc++ - version >= 1.0.3... 1.0.4
checking if libsigc++ sane... no
configure: error: Libsigc++ is required to compile Gnome--. Please check config.log.

dev-libs/libsigc++-1.0.4-r2 is installed.

emerge -uD world doesn't try to upgrade libsigc++

can you give the config.log that is mentioned and the usual 'emerge info' as requested in the bugsubmission form.

And try rebuilding libsigc++-1 first and gnomemm afterwards.
