I was able to install gnome-base/gnome-applets-2.22.1 and gnome-base/gnome-session-2.22.1.1 without including the control-center dependency on one machine. We should investigate if control-center dependency should be there or not, as these might only use gnome-settings-daemon bits which are split out now.
