configure: error: readline library not found

Readline 4.3-r4 is installed on this system.

I was testing to see if the new ebuild fixed the java issue.  I have java as a
keyword in make.conf. 

I also have readline as a keyword.

Could you please attach the config.log file from php 
as well as the output of 'emerge info' ?
