I did an "emerge -S offline" looking for an offline browser. The result looks
like this:

"private-x root # emerge -S offline

An "emerge sync" didn't help. 
Doing an "ebuild this.ebuild digest" didn't fix the Problem either.

I tried to emerge wwwoffle which is one of the results and it worked fine.
Another emerge -S offline gives this answer for wwwoffle:
