wont compile with or without USE="fftw"

Reproducible: Always

Steps to Reproduce:
1. emerge scipy

Please try with scipy-0.6.0-r4, I fixed this issue. I should actually removed 
scipy-0.6.0-r3.

Perfect! It worked! I accidentally put -r4 in my /etc/portage/package.mask...
