Please provide a proper description of the bug, and perhaps some output. What command did you run? What did it return?

I try to update world. One of the packages to update was coreutils.
I run 'emerge -uDNav1 sys-apps/coreutils'
here's output:

That error message says versions LESS THEN 2.13 block coreutils-6.10..

The answer is.. upgrading your util-linux first..

I am also getting the same error through the following command and upgrading util-linux fails for me:

 emerge -avt python-updater

The actual error is occurring ABOVE this so you'd need to provide more info. However, that'd be a totally different issue from a blocker..

I also merged sys-libs/uclibc-0.9.28.3-r2 as per the advice given at: 
https://bugs.gentoo.org/show_bug.cgi?id=207918
but still the same error arises.

This can be solved by the same tip of handling bash 3.2_p33 and portage 2.1.4:
emerge \<sys-apps/coreutils-6.10-r1

Note that, if you have 6.10-r2 (and do the command for \< sys...-r2), you will get the blocking notice again, but now it says version '6.10-r1', you can then repeat the command to the new lower version pointed by the blocking until it runs. It seems to work on other circular conflicts as they happen.

Well, sorry for the inaccurate comment. I also had to update ncurses and then update util-linux to 2.13.1.1 -- util-linux did not upgrade due to some kind of error from my 'then' version 5.4 of ncurses (I was updating an very old build).
Then everything seemed fine.
So, in summary:
- just upgrade or install ncurses: emerge ncurses (my portage installed ~5.6 version
- upgrade util-linux to 2.13.1.1 (as it was just 2.13)

Dependency over
