after having rsynced with rsync1.no.gentoo.org, there are a bunch of new
directories in my local portage tree. 
eg 
/usr/portage/berlin-base/*
/usr/portage/gnome-apps/*
/usr/portage/gnome-libs/*
/usr/portage/gnome-office/*
/usr/portage/incoming/*
/usr/portage/jython/
/usr/portage/kde-apps/*
/usr/portage/kde-i18n/*
/usr/portage/kde-libs/*
/usr/portage/kde-office/*
/usr/portage/net-apache/
/usr/portage/sys-kmods/*

all those directories (and if existant its subdirectories) are empty...

if you delete those directories and re-sync, do they come back?

Two months seems reasonable to assume the problem is resolved.
