Instead of explicitly naming one package manager the spec should be generic when reserving EAPI namespace.
Also reserved namespace only makes sense when it is bound to a natural or legal person. Binding "paludis-" EAPIs to the "paludis package manager" does not make sense if there is no definition of what or who that is, for example.
Reservations not bound to a natural or legal person should be lowered to recommendations. 
• EAPIs whose value starts with the all lowercase name of an packagemanager (e.g. "paludis", "portage", "pkgcore") followed by a "-" should only be introduced by the development team of that package manager.
• EAPIs whose value starts with the string kdebuild- should only be introduced by the Gentoo KDE project.

PMS should not be abused in case of forks etc.
