Official EAPIs need to be reserved for the Gentoo Foundation. Reserved namespace needs to be bound to a natural or legal person.
Proposed new text:
• EAPIs whose value consists purely of an integer are reserved for the Gentoo Foundation. Those EAPIs must to be specified by a future version of this specification.
