Installing the currently keyworded sys-apps/kbd-1.13-r1 is breaking the stable sys-apps/baselayout-1.12.11.1...
The /bin/loadkeys has been apparently moved to /usr/bin/loadkeys

Is this a reason for hardmasking sys-apps/kbd-1.13-r1 ?

Sorry got the versions wrong :-(

Currently,
[I] sys-apps/kbd
     Available versions:  1.12-r8 1.13-r1 ~1.14.1-r1 {nls}
[I] sys-apps/baselayout
     Available versions:  1.11.15-r3 1.12.11.1 ~1.12.12 [M]~2.0.0 {bootstrap build static unicode}

kbd-1.13-r1 + baselayout-1.12.11.1 is the stable and working combination.

kbd-1.14.1-r1 + baselayout-1.12.11.1 is NOT working
