http://excalibur.apache.org/ - 2010/12/15 - Apache Excalibur has been retired. 

http://attic.apache.org/projects/excalibur.html - Apache Excalibur moved into the Attic in December 2010. Apache Excalibur was a Java Inversion of Control container. 

Ebuilds related to Apache Excalibur can all be closed and marked OBSOLETE: this project is dead.

As far as Cocoon in concerned, http://cocoon.apache.org/2.2/ shows us Cocoon relies on Spring from 2.2 onwards. We can kiss Excalibur goodbye.
