When using emerge to update sys-apps/baselayout to 1.8.6.8-r1 (from 1.8.6.7 I am
pretty sure, but I no longer remember, sorry), all source code compiles, but
then the ebuild fails, printing the error message "Please install
sys-apps/gawk-3.1.1-r2 or later!" and dying with the reason "gawk too old". 
Well, I'm using gawk-3.1.2-r3.
This appears to be related to related to bug #21042, but that bug has to do with
bootstrapping, whereas I am updating an existing system.  I would go so far as
to guess that this bug is caused by a fix to #21042, but this is pretty much
speculation.
In any case, all I did was comment out the 
    die "gawk too old"
line from baselayout-1.8.6.8-r1.ebuild (line 128) and everything went fine after
that.

Steps to Reproduce:

1. emerge -u baselayout
Actual Results:  
[...the usual scrollfest of gcc compile commands...]
gcc  -o wall dowall.o wall.o

 * Please install sys-apps/gawk-3.1.1-r2 or later!

!!! ERROR: sys-apps/baselayout-1.8.6.8-r1 failed.
!!! Function src_compile, Line 128, Exitcode 0
!!! gawk too old

Expected Results:  
It should have noticed that 3.1.2 is indeed greater than or equal to 3.1.1, and
proceeded with the install phase.


I have marked this bug as "normal" rather than "minor" because although the
workaround (removing the "die" line from the ebuild) is fairly easy, I suspect
not all users will think to try this.  Also, baselayout is a pretty important
package, so I decided against a "minor" rating.
