SCCW is a Morse Code generator program to help amateur radio enthusiasts learn CW (Morse Code). After checking the portage tree structure, it does not appear to group packet-radio/ham-radio applications together, so in addition to this ebuild, I propose creating a new portage category: app-hamradio. Hence, this package (sccw) should be designated app-hamradio/sccw. (After finishing the other ebuilds, I will have MANY more to submit with ham radio applications for that same category.) The SRC_URI you provde returns 403: Forbidden. Going to the HOMEPAGE I can't find any details about downloads. It seems as though development has long ceased on this project. I'm marking this as CANTFIX. If you think otherwise, let me know.

Homepage states that a security vulnerability exists where any files such as /etc/passwd can be output to soundcard in morse code, no download of source available, development looks to be terminated as observed by Don Seiler in comments. I'd recommend closing.
