When installing paludis with the ruby useflag set for just paludis the compile fails due to dev-ruby/rubygems not being installed. Installing this will allow paludis to compile successfully.

Reproducible: Always

Steps to Reproduce:
1. Add sys-apps/paludis ruby to /etc/portage/package.use
2. emerge paludis
3. Watch as compile fails during configure checks due to missing rubygems
